How to get a boat licence in QLD: steps, paperwork and timing

The short answer

To get a boat licence in Queensland, you pass a BoatSafe course with an accredited training provider and receive a statement of competency. Within 6 months you take it to a transport and motoring customer service centre or QGAP office with form F2334, proof of identity and the licence fee. You must be at least 16. Here is each step, with the official source behind it.

Step 1: you need the licence above 4.5 kW, and you must be 16

Queensland Government requires a marine licence to operate a boat with an engine power greater than 4.5 kW, so check your engine's power rating before anything else. To hold that licence you must be at least 16 years old. You qualify by completing and passing a BoatSafe course, or by holding a recognised and valid interstate marine licence.

Two related rules shape which course you book. A personal watercraft needs a recreational marine licence plus a personal watercraft licence, so jet ski riders end up holding both. And a person without a licence can still drive a boat while a supervisor with a valid marine licence is on board and able to take immediate control.

Step 2: book a BoatSafe course and declare your medical fitness

Your first real step is booking a BoatSafe course with an accredited provider. The BoatSafe Workbook, published by the Department of Transport and Main Roads, says courses are run by BoatSafe Training Organisations accredited by the department, and that every applicant is assessed in a consistent way against the same criteria, wherever they train. The Queensland Government's Find a BoatSafe training provider directory lists Australian Boating College at Caloundra (Golden Beach), Maroochydore and Noosa (Noosaville).

When you enrol, Queensland Government requires you to complete a medical fitness disclosure statement and give it to the training provider. If you declare a condition, Maritime Safety Queensland's form says the provider must refer it to MSQ for a medical fitness review, and MSQ may put conditions on the licence if it is granted.

On the Sunshine Coast, our one-day boat licence course (priced from $349) and the boat and jet ski combo (priced from $549) both include online theory. Training is delivered by Australian Boating College, RTO 3399.

Can you get a boat licence online in Queensland? Not fully

On our courses the theory is online, but the BoatSafe course also has a practical component on the water, and the licence application is made at a customer service centre. So expect at least two steps in person: the practical day and the application visit.

The BoatSafe Workbook, the official guide to the recreational marine driver licence, refers to the practical component of a BoatSafe course and recommends finishing the workbook activities before attending it. Its assessment record covers theory, practical and workbook, and marks each candidate competent or not yet competent.

On our courses the online theory is included and completed before your course day. The day itself is spent on sheltered Sunshine Coast water, where you train hands-on and sit the assessment the same day. Once you pass, you leave with the BoatSafe certificate you need for the licence application. Queensland Government then lists the application at a transport and motoring customer service centre, or at a QGAP office that provides marine licensing services.

What the BoatSafe Workbook covers

The BoatSafe Workbook (6th edition, February 2017), which is designed to be used with a BoatSafe course, gives chapters 1 to 6 to the boat licence and chapter 7 to the personal watercraft licence. In the workbook's own words, it covers boating from preparation and pre-departure checks through to moving around on the water safely and handling emergencies.

The chapters for the boat licence include hull types, buoyancy, registration and your general safety obligation as a skipper. They move on to trip plans, safety equipment, weather and tides, then berthing, mooring and anchoring. The on-water chapter takes in the IALA buoyage system, rules of the road, sound signals, navigation lights, and alcohol and drug obligations. The last two cover emergencies, such as engine failure, fire, capsize and a person overboard, and emergency communications, including distress signals and marine radio.

The workbook describes BoatSafe as a competency-based course built around a set of core boat operator competencies. If you need more time on the water to feel competent, we would rather you took it.

Step 3: your statement of competency is valid for 6 months

Your statement of competency is only valid for 6 months from the date of issue, according to Queensland Government, so plan the licence application soon after the course. The training provider issues the statement once you successfully complete the BoatSafe course, and you need the original, current statement when you apply.

The statement is the provider's sign-off that you are competent. The licence itself is added when you take the statement to a customer service centre. The BoatSafe Workbook adds that if you leave it longer than six months, you will have to present to a BoatSafe Training Organisation for reassessment.

Two practical points follow from this. Keep the original somewhere safe, because Queensland Government says a lost statement must be replaced by the training provider. And if you declared a medical condition at enrolment, Maritime Safety Queensland's form makes a satisfactory medical fitness review a prerequisite for the licence, alongside the statement of competency.

Step 4: apply at a customer service centre with F2334, ID and the fee

You apply for the licence at your nearest transport and motoring customer service centre, or at a QGAP office that provides marine licensing services. Queensland Government asks you to call before visiting to confirm the office provides marine licensing services.

Take four things with you. First, a completed marine licence application, form F2334. Second, your proof of identity; if your driver licence is in the Digital Licence app, the app can verify your identity. Third, your original and current statement of competency from the BoatSafe training provider. Fourth, payment for the licence fee.

The licence fee is set by the Queensland Government and listed on its driver licensing fees page, where the recreational marine driver licence and the personal watercraft licence are listed at the same amount. The page states the date its fees apply from, so check it for the current amount before your visit. The printed marine licence indicator receipt you get after applying can show a recreational marine driver licence, a personal watercraft licence, or both.

Step 5: your licence arrives, and it is valid for life

A Queensland marine licence never needs renewing, because it is valid for life, according to Queensland Government. After you apply, you get a printed marine licence indicator receipt showing the licence type you hold.

If you have a valid Queensland driver licence, a new licence card comes in the mail with the marine licence type printed on the back. Without a Queensland driver licence, you receive a marine licence indicator card instead. If you use the Digital Licence app, the recreational marine licence appears there shortly after the application is completed and approved.

You can verify a marine licence online later, and Queensland Government charges a fee for online verification and for a replacement licence. Holding the boat licence also opens the next step for jet ski riders: the BoatSafe Workbook makes completing the boat licence course, or holding a boat licence or an equivalent, a prerequisite for personal watercraft licence training.

Can I get a Queensland boat licence fully online?

Not from start to finish. On our courses the theory is done online before the day. The BoatSafe Workbook describes a practical component, with assessment covering theory and practical skills. Queensland Government then lists the licence application at a transport and motoring customer service centre or a QGAP office that handles marine licensing.

What happens if my BoatSafe certificate is more than 6 months old?

Queensland Government says a statement of competency is only valid for 6 months from the date it is issued, and you need a current one to apply. The BoatSafe Workbook says that once the six months pass, you will have to present to a BoatSafe Training Organisation for reassessment. Booking your centre visit soon after the course day avoids that.

Can I use my interstate boat licence in Queensland?

Yes. Queensland Government accepts a recreational marine licence from another Australian state or territory if you are at least 16, it is current, and you operate within its conditions. You can also convert it to a Queensland licence at a customer service centre with form F2334, proof of identity, the original licence (current or expired less than 5 years) and the one-off fee.

How long does it take to get a boat licence in Queensland?

On our course it takes one day on the water, with the online theory done beforehand, then one visit to a customer service centre to apply. How soon that happens depends on the course date you book. The rules allow up to 6 months from the date your statement of competency is issued to make the visit, and the licence is then valid for life.

Is there a separate government knowledge test in Queensland?

No separate government test is listed. Queensland Government lists the requirements as being at least 16 and passing a BoatSafe course, or holding a recognised interstate licence. The assessment sits inside the BoatSafe course and is run by the accredited training provider, which the BoatSafe Workbook says assesses everyone against the same criteria. At the centre you lodge the paperwork and pay the fee.

Can a 15 year old drive a boat in Queensland?

Yes, with supervision. Queensland Government allows a person without a licence to drive a boat while a supervisor with a valid marine licence is on board and able to take immediate control. The licence itself needs the holder to be at least 16, and towing a water skier or a tube needs the driver to hold a valid marine licence.

Where on the Sunshine Coast can I do the practical day?

We run it at three venues: Caloundra (Golden Beach) on the sheltered Pumicestone Passage, Maroochydore on the sheltered Maroochy River, and Noosa (Noosaville) on the Noosa River. The course and the qualification are identical at all three.
